How do
you like the new 39-cent postage stamp?
To fulfill the
requirement of a federal law, the U.S. Postal Service has increased most rates
and fees by approximately 5.4% across the board.
The 2003
law requires the Postal Service to establish a $3.1 billion escrow account,
with the use of the funds to be determined by Congress at a later
date.

money wisely and won’t ask for more until it is absolutely necessary.
